I first came across this term many years ago, when Private Eye highlighted complaints by residents about Network Rail using the South Hinksey sidings for this purpose. My reaction was that this seemed a perfectly reasonable use of this asset by them!

It is basically a place where aggregate is bulk delivered and stored for future use. Storage is often in civil engineers yards with accessible siding capacity. Westbury is one example and has been used as such since Meldon Quarry closed.
When needed the stone is loaded on to wagons and taken to the work site
