In fact the work was not completed in 1899, due to ... you know ... and it was still described as not yet completed in October 1900. GWR don't see to have made a big thing about it when they did finish; given the work being done on other new stations and new lines at the time, perhaps the work at Reading didn't exactly stop on a particular day.
Anyway, here's some figures from the press at the time for Reading station:
Trains serving - 300 daily
Slip coaches off - 12 daily
Uniform men - 200
Engines kept - 40
Levers at work - 500
