My question was posed simply to seek clarification as to why such a (probably very expensive) installation of a new fence was being carried out at Trowbridge.

I am ... amazed ... at how deep the foundations look to be.  Looks like it will be a substantial fence.  The current one hasn't struck me as too bad, but it does protect a drop off the platform to where a running line used to be.  No passive provision for that to be re-instated then ...
